Renewing Louisiana

Louisiana has excellent renewable energy potential, including solar, biomass, landfill gas, and among the largest concentration of offshore class 7 (1-7 scale) winds anywhere in the United States. However, very little of the state's clean energy potential has been tapped. Policies are needed to encourage the development and use of clean renewable energy.
Consider:
- Renewable energy development has the potential to keep our energy dollars local, provide lifesaving backup power in emergency situations, turn waste to energy, stimulate the economy by establishing a renewable energy manufacturing and service sector, and save consumers money.
- Thirteen studies and 20 specific analyses reviewed consistently showed that increased use of renewable energy and energy efficiency can reduce natural gas prices, according to a January 2005 report by Lawrence Berkeley National Laboratory. For example, in 2005, ACEEE (American Council for an Energy Efficient Economy) found that a modest 2-4% reduction in natural gas use could reduce natural gas prices 20% or more.
- Both wind and solar technologies are emissions free and have significant potential to lower global warming pollution, a critical goal for one of the nation's most vulnerable to the effects of global warming, such as sea level rise and intensifying hurricanes.
- Nonetheless, almost all of Louisiana's energy is currently derived from nuclear plants and out of state fossil fuels.
- What's more, a recent attempt to develop Louisiana's massive offshore wind potential was scuttled because the developers could not guarantee a market for its generated electricity.
- Utilities presently have no incentive for a diversified portfolio, as they are able to pass along its fuel costs to the ratepayer.
- Policies and programs to promote development of local renewable energy resources could greatly benefit local ratepayers as fuel prices continue to increase and reduce the chance of blackouts, while also addressing the environmental and economic development goals mentioned above.

· A Vibrant Renewable Economy : Position Louisiana on the ground floor in relation to offshore wind energy development, solar and other renewable technologies, and establish the technical expertise and manufacturing capacity to become a leader in the renewable energy industry.
· A Diverse Energy Portfolio : As with your stock portfolio, diversity is the key to a stable energy portfolio. The last few years have seen a sharp increase in the price of fossil fuels, particularly natural gas. Utility customers currently have virtually no protection against the volatility of the market as rising prices are passed directly on to ratepayers (customers). Utilities have little incentive to create a hedge because all of its fuel costs are passed on to ratepayers via the fuel adjustment charge. Wind and solar power have zero fuel costs associated with them, and other renewable fuel prices should remain stable. Early investment in these technologies will stabilize energy prices in the short term and offer alternatives to fossil fuels as their future prices rise above the range of affordability.
